all. we will get to those stories in a moment but first we start with the two major traffic stories. right now, a sig-alert is in effect on interstate 205 in tracy after a big rig overturn overturned. you can see the emergency lights flashing right there and the big rig has been cleared but the backup is there. the damage is done. sue hall will have more in a moment but, first, we go to matt keller for another traffic issue affecting south bay drivers. >> it will be a slow process to get this cleared. the highway is empty until the scene of where the tanker overturned on 101. that bad news for drivers headed southbound, highway is empty and blocked off to all traffic. you can smell the fuel out here and c.h.p. estimates 4,000 of

the 8,000 gallons of fuel that spilled from the tanker and some of the fuel was spotted for evening and a nearby drain and c.h.p. says the coast guard and other officials have been notified to make sure no waterways have been affected. this is how it happened. >> the rain. slick roads. lost control. went to the center divider and hit the guardrail and went across the lanes. that hit the tank certificate okay and the driver of the big rig complained of pain. morgan hill police officer said he believes some homes remain evacuated. we did fought see road closing on the sidestreets. caltran plans to open up the highway at 10:00 and of course, that can change. we will see if the c.h.p. opens

passenger on the flight and a former spokesman for bart. he says the cabin filled with smoke as they yelled for passengers to exit the plane without getting their belongings. no one was injured. storm number one is moving on now but storm number two is here later tonight and promises to make a mess in the north pay again. amy hollyfield is there with the problems that the neighbors are dealing with. >> hydroplaning on highway 101 was an issue during 9 rain and the north bay got a good soaking 50 got knocked around by the wind and the c.h.p. say they saw a few spinouts including a pick medium truck that flipped north of san rafael around 6:30. the driver was fine. traffic was not. it was back up for miles.

other drivers say they are well aware of the dangerous spots on highway 101. >> it is scary. the rain comes up fast and you can get if trouble quickly. it is dangerous. >> trees toppled from all the rain and wind and this kill down if marin county across highway one. crews, worked quickly to try and get them all up before the next storm rolls in. the first storm had a little bit of everything: rain, wind, lightning but mostly emergency responders tell us drivers kept it safe on the roads and there wasn't too much damage. crews are cleaning up after a tree fell on power lines on summit road in the santa cruz mountains that happened before 9:00 last night. crews worked overnight to clear the road and get power back

we are still around eight miles per hour to 14 miles per hour at sfo and half moon bay and oakland at 13 and eight in concord and slow and around that in novato and santa rosa and napa is 15. we have high wind watch for 1:00 o'clock tonight or tomorrow morning law saturday at 4:00 and southeast winds gusting 25 to 40 and that is sustained and up to 60. local power out aims are possible. the wind ramp up with the heaviest storms coming in around midnight and gusting between 35 to 50 miles per hour inland neighborhoods to point reyes and when that passes through at rush hour tomorrow well get back to the 20 to 30 miles per hour range. we going to sky 7 over the scene of the early accident and you can see lanes are still shut, this is the cleanup from a big rig accident that flipped

from behind. >> at the bay bridge toll plaza the metering lights are on. >> keep the umbrella handy. we are out of the heaviest rain with scattered light showers. live doppler 7 hd shows radar returns are in the south bay in the higher elevations. you can see near where i am standing we have rain. the bay bridge is getting wet. the rain is pulling away from san francisco international airport but daly city and south san francisco all ready to get a sprinkle. same for dublin and headed to pleasanton. across the north by we are looking at scattered showers from san rafael, up 101, into santa rosa. lowest visibility is 1.5 miles

at half moon bay. san francisco international airport is an hour and 47 minute flight arrival delays. light showers will taper in the afternoon and heavy rain and windy and thunder tonight and scatters showers through saturday. the front moved through overnight and the thunder and lightning with thunder snow around yosemite village and a plume of moisture along the cold front where urban flooding is an issue and wind damage. a lot of the damage could happen while we are sleeping so tune in 24 hours from now and we will have that covered as the biggest part of the storm moves in overnight. at 10:00, the steady rain moves in and the thunderstorms and the winds and urban flooding potential around midnight through 3:00 in the morning it

live from the kgo-tv broadcast center this is abc7 news. we start with breaking traffic news. highway 101 shut down in one direction overnight after a tanker citizen. >> that is one of several problems. we will check with matt keller for the problem in the south bay. matt? >> this is never good when highway 101 is a parking lot. i will show you what is going on behind us. you can see all the emergency crews here trying to get this cleared and showing you what caused the mess on the side of the road.

firefighters are an hour away from the fuel out of the overturned tanker and sucking it out with hoses and putting it in with containers so the c.h.p. is hoping to get one lane opened on the southbound side. soon. that will mean a slow commute but drivers do not have to take the detour around to get back on 101. it happened after 1:00 o'clock when a vehicle hit the big rig and the tanker was knocked into the dip. 2,000 to 3,000 gallons of fuel spilled raising concerns of potential fire hazard and the fumes from the fuel. 14 homes were evacuated. the red cross and family members were able to be sheltered. the evacuation order will be lifted shortly and if all goes as planned c.h.p. will open up just one lane but it will be several hours after that before

the highway is open and caltrain is estimated that the highway could build open by 10:00 this morning. thank you, matt. and they hope to open one southbound lane. >> sow -- how soon, sue? >> hopefully in an hour. that is southbound 101. northbound 101 is the commute direction. this is a solid line of traffic backed up and it is a five mile backup to the scene of the accident. very slow going northbound direction of 101 and one lane southbound hopefully will be only in an sure or so. improving conditions on westbound 205 with the right lane closed before 580 we had a big rig overturned and it has been cleared with the cleanup remaining and remark is improving at 52 minute from i-5 into the dublin/pleasanton area.

mike is on the roof with the weather. in the elements again this morning. from the roof we just had a shower pass over ahead and now dry el is falling. we had a shower cross the bridge so we will look how wet that is. it looks like the rain could be ramping up again. folks are coming at us from marin county and to the north. live doppler 7 hd shows the scattered showers around the heart of the bay, emeryville, oakland, san francisco, south san francisco, pacifica, daly city, san leandro, union city, all getting wet. it will continue through noon and we will see a tapering headed in the afternoon. light showers through the morning and moving out of everywhere by 4:00 and we will get a brief rain late this afternoon and the evening showers. at 10:00, round two coming in.

it happened in campbell. the 27-year-old man was driving with a woman and two children when he crashed into the house yesterday on purpose. police believe he was trying to kill himself and his passengers. all four were taken to the hospital. no one was seriously injured. he is facing felony d.u.i. charges. the ukraine president would fled from the capital city following weeks of antigovernment protests is now getting protection from russia. russian official announceed it has requested the president yanukovich's request for security. a warrant out for his arrest after he fled. organizers for the boston marathon reveal new do's and don'ts after the attack. runners are not allowed to wear anything that covers their face

light-to-moderate shower moved through plan and now moving across the bay bridge to richmond and albany and berkeley and oakland and across the san mateo bridge to hayward is what you seeing with live doppler 7 hd. to the north we are seeing a guest knit tapering in the showers and intensity with a lull in the south bay but north of 237 they are moving through the salt flats with light rain. in san jose you can see moisture on the roads but nothing falling. by the afternoon it will be everywhere and heavy rain and wind and thunder is coming in later in the evening and early overnight in scattered showers they hang around through saturday on the back what of the next system. last night there were thunderstorms and heavy rain and the next one, as much moisture,

as much wind, if not more, so that is request we are going to have scattered power outages and the big problem from the next storm is the urban flooding and wind. at 7:00, dry, and by 10:00, the rains are light and steady. by midnight to 1:00 o'clock, the thunderstorms are moving ashore and move on by 3:00. they will be scattered behind it tomorrow morning with scattered heavier rain so it will be stormy with a tough commute tomorrow morning the toughest we will have through the storm. by friday afternoon you can see the showers are scattered and they will still be around for evening festivities through saturday and sunday is the better day to be outside. half an inch to an inch in the lower elevation and 2 crimpt -- 2 to 4" tonight. we will have gusts up to 60
